It seems that there is no way to adjust the action aside from adjusting the truss rod. Is that correct? I've currently got some issues with fret buzz. It seems like there might be a slight scoop in the neck around 5-7.
Is a 1/4 turn on the truss rod the best thing to fix it?
Action adjustment
Re: Action adjustment
Assuming it’s your Fly Classic, you adjust the action with the two hex screws on the back; which raises and lowers each of the posts the bridge is mounted on. A truss rod adjusts neck relief only. If your action is set low enough that you’re getting buzz in the first five frets, then you have too little relief (a backbow); and should loosen the rod. If the buzz is within frets 7–12, you have too much relief (forward bow), and correct it by tightening the rod. “Pre-refined” era Flys require a T27 torx wrench to turn the truss nut.
If the neck relief is adjusted straight and you’re still getting buzz on random frets at a low action, and the strings aren’t new, then it’s possible the strings have divots from the super-hard frets. If that’s not the issue, then you can level and crown the frets of a Parker the same as any other guitar, just with consideration that the frets are super hard and not easily replaceable.

Re: Action adjustment
+1 what @mmmguitar said.
if we’re talking about a Fly, the manual has a section with some images that may help along with the explicit statement “Adjusting action is always done by raising and lowering the bridge, never by adjusting the truss rod”:
